Publishers are experiencing a loss of revenue because there is a lack of high CPM targeted advertising and an increase in costs because of privacy compliance as a result of the proliferation and enforcement of privacy laws (GDPR, CCPA, etc.) as well as Apple’s and Google’s removal of advertising targeting identifiers (IDFA, IP, Cookies).
