To control how AWS CloudFormation manages a bucket when you delete a stack, you can set a bucket deletion policy. You can choose to keep or delete the bin. You can easily make a CloudFormation stack with the help of a template from your S3 bucket in a different place. Well, you can use S3 anywhere, even if it's in a different area or location. For instance, if your S3 is in the US East region, then you can still use it in the US Central region, provided you have all the required permissions. But if you are planning to create a stack using the S3 template, then it is advisable to use the template that is in the same region as the S3 bucket for efficient use.
